In her keynote, titled “From Washington To The World: Navigating Uncharted Waters,” Kelly traced the history of US government involvement in technology. She described how support began with early land surveys and expanded into agriculture, defense, health, and later, curiosity-driven research. Over time, multiple agencies were established to fund both innovation and deployment.

Kelly discussed today’s global uncertainties, pointing to the war in Ukraine, economic changes in Europe, and China’s rise as major influences. She said China is the only nation with both the ambition and capacity to surpass the United States in technology, economy, and military strength. Its investments in AI, energy, and emerging sectors reflect that intent.

She identified artificial intelligence as the most disruptive technology of this generation. Unlike previous innovations, AI is being adopted rapidly worldwide. She also addressed concerns about the growing demand for data centers and highlighted a small company she is advising that is developing compact, energy-efficient solutions.

Kelly reviewed tech-related efforts from recent administrations. She highlighted Obama-era demonstration projects, Biden’s CHIPS Act and regional tech hubs, and Trump’s promotion of industries like AI, biotech, 5G, and quantum. She expressed surprise at Trump’s announcement to terminate the CHIPS initiative despite its broad economic significance.

She concluded her session at the FUELD Conference by encouraging attendees to share their perspectives on the federal government’s ongoing work in AI policy. Kelly also introduced her book, Next Generation Innovation, which offers guidance on navigating public-private innovation programs. Two audience members received signed copies during the session.
